ACT in Action: Conflict Analysis & Intervention Design

The training program "Conflict Analysis and Intervention Design (CAID)," was held July 23-26, 2002 in Bucharest, Romania. CAID was the first event in a series of activities developed under the UNDP and UN-DESA financed project, "Building the Capacity for Conflict Analysis and Resolution in Romania." The project goal was to contribute to the establishment of a culture of constructive conflict resolution and collaborative problem solving in Romania by increasing the capacity of the Romanian government and civil society to analyze, prevent and manage conflicts in the social sector. Partners Romania Foundation for Local Development (FPDL) managed the project The project description and photos can also be found on the UNDP-Romania website.

Nike Carstarphen and Giselle Huamani Ober from ACT, in partnership with Diana Chigas of the Conflict Management Group (CMG), designed and conducted the training. The training was organized and sponsored by Ana Vasilache, Nicole Rata, and Simona Pascariu of FPDL, who served as co-facilitators during the training. Gay Rosenblum Kumar (UNDESA) provided conceptual guidance and oversight for the training. Ms. Soknan Han Jung (UNDP Romania) officially opened the training and welcomed participants. Dan Dionisie (UNDP Romania) also provided support and accompanied Ms. Jung to the opening ceremony.

Description

The training program targeted individuals from government institutions and civil society organizations who will use the acquired knowledge and skills on the job or will train others in the same skills. There were 23 participants, including 10 ministries experts and 10 NGO experts selected from a pool of over 70 applicants, and 3 FPDL staff.

The CAID training program focused on:

  1. Increasing participants' knowledge and skills in analyzing public conflicts and implementing conflict assessment processes
  2. Increasing participants' skills in designing conflict interventions based on the results of conflict analysis

The CAID training included an interactive mix of brief lectures and presentations of theories, models, frameworks and tools for conflict analysis and assessment, practical examples, large and small-group discussions, small-group activities, and case studies. Throughout the training, the participants were encouraged to share their theories, models, tools and experiences with the group.

FPDL conducted a formal evaluation of the training. The participants gave the trainers and training's usefulness and impact a rating of 4.7 out of 5.0. One informal indicator of its success was the ever-increasing level of cooperation and camaraderie that developed in the group throughout the four days. A full evaluation report is available from FPDL.

"It was the best training program I have attended in Romania. It was comparable to programs from the best universities from abroad. Thank you very much. It was very useful."
